Information for Districts
On Sept. 28, Governor Ted Strickland asked ODE to conduct an analysis of education funding under the assumption that revenue from Video Lottery Terminals was not available for FY10 and FY11. In response to this request, ODE has compiled information on two scenarios under the assumption that VLT revenues would not be available for FY10 and FY11. For a complete explanation of these scenarios see the Sept. 29 edition of EdConnection.

Evidence Based Funding Model Information
PASS Form Draft - HB 1 calls for the creation of the PAthway to Student Success (PASS) form, this new instrument shows funding information for the components of the Evidence Based Funding Model (EBM). The new law requires the PASS form “be available to the public in a format understandable to the average citizen.” This proposed form is being made available for review. Comments may be emailed to Barbara.Mattei-Smith@ode.state.oh.us.

State Aid for Schools FY 2010 and 2011 - This spreadsheet shows the estimated state aide for each school district for fiscal years 2010 and 2011, based on the Conference Committee proposal. The chart shows funding levels before and after federal stimulus dollars are included. Please note that ODE did not prepare this report. Released July 13, 2009

Veto Document (Part 1) (Part 2)- Governor Strickland issued line-item vetoes when signing HB 1. In this document, text with a box drawn around it and the initials "TS" in the margin indicates that the outlined language was vetoed. That particular language is removed from the bill.
HB 1 Comparison Document "As Enacted" - This version of the comparison document from the Legislative Services Commission outlines the changes made to the education portion of HB 1 during the Conference Committee process.
